Historically, puzzles and such have been limited to Curios & Conundrums, MPC's quarterly newsletter. They have recently departed from this practice, including a cipher in the Weeping Book, and there is a promise of a puzzle or two in the Century Beast.
The Member's Handbook was originally included with the Membership Kit in either 2013 or 2014, before I was involved with this adventure, and became available as a separate purchase last year. It was then that I obtained mine.
Many of us have this handbook, but to date none of us have found any verifiable codes or ciphers. It doesn't mean that there aren't any for sure, but it has been long pondered with no satisfying results.
As I recall, the redacted section is the history of the MPC. If you wish to explore that mystery, I recommend the Catch-Up Kits for Curios & Conundrums. The first two volumes reveal the story of a dark event in the organization's history.
There is also a rumor of a new edition of the Member's Handbook being made. Presumably this would have less redacted history, but there is no telling what other changes they may make.
If you have specific ideas, feel free to nudge us. Fresh eyes frequently bring new discoveries.

I also have redacted text in the accolades chapter. Considering this was not an inexpensive acquisition, which I will come to terms with, for a tome of such brief, yet intriguing, reading, I did expect more. To find much of it redacted is a bit of a puzzlement to me.

I purchased the handbook just recently and gifted an experience to my brother. I have subscribed to Curios and Conundrums. I obviously have a lot of questions, and felt the handbook was the place to start. I now fear I am mistaken as it seems the subscription is where the adventure begins. I read somewhere that there was Latin in the front of the handbook...... Short of slicing the paper behind the leather open to peer inside I am at a loss. There are a number of blank pages as well. I feel I have gotten involved at the wrong time as I can not find "the sitting room" either... I will search this forum for the time being.

You have indeed come to the right place. The Sitting Room has been closed for some time now, and currently there is now way of telling if and when it will be reopened.
As for the Membership Handbook, I found it quite helpful in getting into the spirit of things! I like the style and mood the Company have set for themselves.

The Membership Handbook is more of a "setting the scene" type of thing for getting into the feeling of being a member. You are shown that you will not be given answers easily by the redacted text. The rest is just for fun, and a way for the MPC to make some money (like T-shirts and stickers). I enjoyed it for what it is, and bought one as a gift for a friend in Japan who was curious about the MPC.
Someone reported elsewhere on this board that the Sitting Room will not be returning.

I recently became a member and got the handbook today. Both the history and accolades chapters have mostly blacked out text. I am more perplexed by the addendum page with the alphabet with dot and bar cipher(?). I find it hard ton believe that there is nothing hidden in this! Anyone have insight for me?

They are both used for decoding ciphers. They are not ciphers in themselves.
The letter grid is a Vigenere square, also known as a Tabula recta, and the dots and dashes are Morse code.

Oh good, I'm glad I had the right idea about the handbook; I am having it sent to someone and am hoping it will start setting the tone for the weird newspapers and Experiences to follow... XD I guess I ended up using it to set up my own "Experience"... If shipping shakes out, which I understand is a slim chance, my recipient will either get the handbook before the backlogged newspapers, at the same time, or at least not very long after the papers, and hopefully shortly before The Weeping Book and its Reveal... I'm going crazy waiting to see how this shakes out XD If it managed to come after all that, I would agree with OP that it was a bit too expensive for a scene setter, but that's the risk I took when I bought everything all at once... I just couldn't help it; I was too excited
