If you do not have the actual artifact you have no way of knowing that when exposed to UV light, the letters AR appear on the back of the coin.

I can't make out the tiny text, but on the paper around the coin I think there might be a typo or missing letter. Unless that was intentional. It is missing an "F" on the line that currently begins with "x"

and according to the Vigenere tabula recta I get: fqcbyzii obviously this is wrong... what is the correct method of deciphering the letter?
