I am a new member to this group and have just pyurchased the mpc handbook. As I was reading the book, I noticed that some of the chapters are censored and there is a cipher key in the addendum that i have no idea what it is. Any assistance would be greatly appreciated?

Good morning, Robert,
I can confirm that large portions of the Member's Handbook are redacted. Perhaps, as you advance in the ranks, they may make the material available to you.
Also, the cipher key is a basic vigenere key. It can be used to help solve any vigenere cipher.
We are unaware of any greater puzzles or riddles in the Member's Handbook.
I hope this helps!

Robert I had the same inclination. My handbook arrived just yesterday and I have been wracking my brain trying to decipher something from the redacted pages, but to no avail thus far.
With all these arrows pointing towards it, seems like such an obvious and elegant place to insert a hidden message. As of now I refuse to believe that MPC failed to harness such an opportunity. I'm going to continue to obsess over it, and will report back if I discover anything before the madness completely consumes my psyche. Cheers!

Just curious, is Vigenere the same as Morse Code?
Thank you in advance!

No good Sir, Vigenere is a keyed substitution cipher that will require either the keyword or a brute force attack to crack the code.

While rereading the handbook, I noticed what I believe to be a latin phase on the copyright page " liber ordines arenae et fumae". I think it translate out to "free for order of sand and smoke" any ideas?

It probably means exactly what it says. Members of the OSS get free copies

The word in question can also be translated as book.

For that matter, libre could also mean 'child`.
Child for the Order of Sand and Smoke. Could this mysterious order practice infant sacrifice?
Is that what is hidden in the redacted pages?
