Looking for a nudge. Is there any significance to unnumbered flags that accompany numbered ones? Does the hand that's holding a numbered flag matter? I've tried Assigning a numeric value to the 8 possible flag positions both clockwise and anti-clockwise from different starting positions (thank you Excel), then mapping the sum for all similarly numbered flags to a letter (duplicates would get double). Alas, this effort yielded a big nothing. Perhaps I'm over-complicating it To answer your questions, no and yes. The numbers are important. Try grouping them together. The hand they're in is less important than the direction they go in.

OK. I have gotten to a point that I have 7 groups of numbers based on where the specific number is positioned around the circle of 8 positions. Given we "word" lengths of 6, 4, 4, 2, 3, 4, 5 Now what? Or am I completely "out to sea" on this?

On a side note, they were trimming trees on my way into work this morning, and so there were some lane closures. They had flagmen strategically located, though, so we could circumnavigate the route.
