Is there any significance to unnumbered flags that accompany numbered ones?

Assigning a numeric value to the 8 possible flag positions both clockwise and anti-clockwise from different starting positions (thank you Excel), then mapping the sum for all similarly numbered flags to a letter (duplicates would get double). Alas, this effort yielded a big nothing.

Perhaps I'm over-complicating it

To answer your questions, no and yes.

The numbers are important. Try grouping them together. The hand they're in is less important than the direction they go in.
