I printed out the online copy of the token and cut out the center. It matches up to the flag placement, but I'm completely unsure where to go from there.

7 letters long, and only the numbers 1-7 appear in the puzzle. Try finding how each of those numbers correlate to the key.

Is there any significance to unnumbered flags that accompany numbered ones?
Does the hand that's holding a numbered flag matter?

I've tried

Assigning a numeric value to the 8 possible flag positions both clockwise and anti-clockwise from different starting positions (thank you Excel), then mapping the sum for all similarly numbered flags to a letter (duplicates would get double). Alas, this effort yielded a big nothing.

Perhaps I'm over-complicating it.
