I'm having a really hard time getting off the ground with this one. I think I don't understand the rules. For one thing, is punctuation used where appropriate? For another, do letters in columns fill all the way down? Do letters in blocks with dotted lines convey to the connected box?

A dotted line connects boxes where the letter is the same. And tall boxes that span multiple rows are all the same letter. |

I think I've fouled up somewhere along the lines.
I believe that the cop accused of committing a future crime is
Minority Report But it doesn't fit in my puzzle anywhere and I'm stuck on a couple of others, so now I'm completely stuck.
I've read all the clues about the dystopian society but I still can't figure it out. Still can't figure out which
Snowden whistleblower movie I also can't figure out the one about the surveillance expert

Minority Report is one of the movies, so no foul-up there!  For your other three: Snowden plays himself in this movie. You get four guesses. and If you're talking about the clue I think you are (bureaucrat... dystopian future), then the book was better. and Let's converse about the surveillance expert one somewhere else. If Todd heard I gave you the answer, well... he'd kill us if he got the chance. Hopefully that helps! If it doesn't, you can always send me or one of the other helpful members on this forum a PM.
