I like possibility 3 but from the conversation I don't believe it is Matt and Tell. RAs would be interested in what is happening in the cafeteria... Matt and Tell, not so much. M&T would be concerned about being caught in the campus apartment building.
Do the RAs actually see the door to the apartment or are they just passing by in the hall and talking? The "seems fine to me" doesn't necessarily pertain to Alice's room, just that everything seems fine in the building? Only certain people seem to be able to see the room or know that 313 exists. Who put the caution tape on the door? Are people able to see it and know about it as they are immediately there but once they are no longer present it slips from their memory? Same with Alice... if there is a discussion about her the memory comes back but once the discussion ends the memory fades? Is the library protecting itself from time by causing the memories to disappear? Is time creating warps to try and create a loop that the library cannot protect?

I saw the cafeteria bit as awkward flirting. I might or might not have some experience in that area. "So, do you eat?"
But what it suggests to me is that the RA conversation might be from a different time, as it wouldn't seem that cafeterias would be open in a mostly abandoned dorm/campus. The Tell phone call would most likely be real time.
I wonder if, at some point in the past or future, room 313 was a known entrance to the Library, and so people check up on it occasionally. Perhaps even a Matt and Tell from the future.
I wonder if they did see Tell, but were OK with it because they knew she was supposed to be there.
